El día 12 de Junio, el Embajador Niu Qingbao participa en el Evento Conectando Comunidades Rurales en Ñuble y hace un discurso. El texto completo del discurso se detalle como lo siguiente:
Respected Vice Minister of Subtel, Mr Araya
Respected Governor of the Ñuble Region
Respected FAO Country Representative in Chile Ms Crawley
Ladies, gentlemen and friends,
Good morning!
It gives me great pleasure to attend today’s the ceremony of Connecting Rural Communities in Nuble. Vice Minister Araya’s presentation of rural digitalization in Nuble is truly informative and enlightening. Ms Crawley elaborated on the China-FAO-Chile tripartite South-South cooperation agricultural and rural digitalization, which I as Chinese Ambassador am extremely proud of.
Today’s topic is China-FAO-Chile tripartite South-South cooperation. I am pleased to share with you that, outside of this tripartite cooperation, Chinese company Huawei is also a proud partner of Chile’s Connectivity for Education 2030 which connects 4000 schools and a million students. I believe many of the benefiting schools and students are in rural areas.
Now let me return to the topic of rural digitalization.
Firstly, it is testimony to the South-South cooperation between China and the FAO. As the largest developing country, China has succeeded in feeding almost one-fifth of humanity with 7% of the world’s farmland. Recently, China grew from a recipient of FAO aid to become its strategic partner in South-South cooperation. In 2009, China and the FAO established the China-FAO South-South Cooperation Programme, supported by a trust fund of USD 80 million provided by China. This trust fund has supported more then 300 Chinese experts to disseminate Chinese experience and assist fellow developing countries in Latin America and the Caribbean to improve food security and agricultural productivity. Among all FAO South-South cooperation partners from developing countries, China is proud of being the largest source of donation, experts and cooperation projects.
This case is also testimony to the great achievement in the cooperation between China and Latin America. 2024 marks the 10th anniversary of the China-CELAC (the Community of Latin America and the Caribbean) Forum. Over the past 10 years, this forum has been a principal platform of the comprehensive China and LAC cooperation that has expanded to more than 20 areas including agriculture, think-tank, industry and technological innovation. I am happy to see that the above trust fund also plays a role in what we are seeing here today. The Second China-CELAC Forum of Agriculture Ministers held in 2021 agreed to establish the China-FAO LAC Regional Centre for Digital Agricultural Development. This centre utilizes the above fund to disseminate Chinese best practices as a possible digital solution to digitalization of agriculture.
Ladies and gentlemen,
China believes that digitalization, intelligence and greenization are an in-avoidable path toward a modern agriculture and sustainable rural development. The Outline of the Digital Village Development Strategy Chinamade in 2019 applies to digital infrastructure, digital agriculture, new industries, technological innovation and digitalization of village governance and has drawn a road map of digital village development toward mid-century. Provinces and cities have also formulated their own development strategies in accordance with their conditions and resources and have made substantial progress.
For instance, Zhongshan City of Guangdong Province has utilized its 5G and Internet-of-things technology to connect fresh-water fish farming production with meteorological and rain monitoring equipment. This has enabled aquaculture to realized real-time water-quality monitoring, automatic equipment control, precision production and feeding, digitalized forecasting and analysis, visualized decision making and whole-process digital interconnection. Digital solution has proved more efficient and convenient for the aqua companies.
JinAn City of Fujian Province has built a cluster of e-commerce live streaming and trained farmers to become internet celebrity e-commerce streamers. These farmer-turned-streamers promote their own loquats, olives and plum wines on “cloud” festivals of their special local products, where you can visit their “cloud” exhibition, watch their “cloud” streaming and sign “cloud” contract. Such e-commerce live streaming has significantly helped JinAn farmers business.
In Deqing City of Zhejiang Province, every village has 3D digital maps of village planning, businesses, environment, services and governance. These maps monitor 5 items including water quality, disasters and house conditions. They have a total of 120 functions such as smart meteorology, health information and smart caring for the aged.
Ladies and gentlemen,
China, Chile and the whole of Latin America and the Caribbean are in a critical stage of development. We are faced with similar opportunities and challenges of digitalization and green transformation and common dream of independence, self-autonomy and development. In agriculture, we all suffer from shortage of land and water resources and unbalanced development between different regions and between urban and rural areas. Raising agricultural efficiency and quality and enhancing welfare of the villagers are also the same tasks that we face. China has accumulated some strength and experience in the digitalization of agriculture and rural development. China and Chile have made progress in establishing a pilot farm in each other’s country and conducted agricultural technological cooperation projects. In fact, China and Chile are spearheading regional development cooperation
China is ready to continue to utilize the tripartite China-FAO-CELAC cooperation framework and conduct more knowledge dissemination and mutual learning with Chile and other Latin America and Caribbean countries. I believe now is a new starting point where we draw on past experience, build more consensus and look into the future. More joint efforts and touchable results will further enhance a China-LAC relationship for a new ear characterized by equality, mutual benefit, innovation, openness, and benefits for the people. The China-FAO-CELAC cooperation will also definitely contribute to the UN 2030 Sustainable Development Goals.
Muchas gracias!
